WE FOR JET, or Women and Vulnerable Groups Leading a Transformative and Just Energy Transition, is a long-term initiative that aims to ensure that Indonesia’s energy transition is not only environmentally sustainable, but also socially just, inclusive, and transformative.
The program works across multiple levels, from communities to national policy, to bridge the gap between Indonesia’s broader energy transition ambitions and the realities faced by communities, particularly women and vulnerable groups. We believe that a successful energy transition is one led by those who are most affected by it.
Why It Matters
Indonesia is at a critical moment in its transition toward a cleaner and more sustainable energy system. At the same time, millions of people still lack access to reliable and affordable energy, especially in remote and island communities.
This inequality has a greater impact on women and vulnerable groups. Unpaid domestic and care work, limited access to resources, and social norms that restrict participation place them among those most affected, while often leaving them least involved in decision-making.
In the energy sector, women’s representation remains limited, and gender perspectives are not yet fully integrated into policies and practices. This reflects a structural gap that must be addressed to ensure that the energy transition does not reinforce existing inequalities.
Our Approach
WE FOR JET adopts a systemic approach that works simultaneously at the community, institutional, and policy levels.
At the community level, the program strengthens the capacity, leadership, and participation of women and vulnerable groups in energy-related decision-making. It also promotes access to renewable energy solutions that are suited to local contexts and community needs.
At the institutional level, WE FOR JET strengthens civil society organizations, women’s rights organizations, and organizations of persons with disabilities so they can advocate for inclusive policies and strengthen accountability.
At the policy level, the program promotes the integration of gender equality and social inclusion principles into the planning and implementation of the energy transition at both national and local levels.
This approach ensures that change at the community level can influence policy, and that policy can create real impact for communities.
Strategic Focus
WE FOR JET works through four interconnected areas of change.
First, it strengthens the participation of women and vulnerable groups in energy-related decision-making at multiple levels.
Second, it increases access to affordable renewable energy based on local potential, while also supporting the development of women-led energy-based enterprises.
Third, it strengthens the capacity of civil society organizations to advocate for an inclusive and justice-based energy transition.
Fourth, it promotes policy transformation so that gender justice and social inclusion principles are integrated into Indonesia’s national energy transition framework.
WE FOR JET is implemented through multi-stakeholder partnerships involving national and local civil society organizations, women’s rights organizations, organizations of persons with disabilities, government actors, and the private sector.
This collaborative approach enables the integration of local knowledge, technical capacity, and policy influence, while also supporting sustainability through shared ownership.

The success of the energy transition should not only be measured by the expansion of renewable energy, but also by how far it improves quality of life, reduces inequality, and strengthens the role of groups that have long been marginalized.
